Decentralize grant decision, clarify value, prepare for scale
Back in August, Arbitrum DAO passed our AIP-3 to build a pluralistic grants framework that decentralizes grants decision-making, avoids capture and scales valuable grants allocations, and grows the Arbitrum ecosystem overall.
Our proposal passed on Tally with ~99% of delegate votes. It had overwhelming support, we believe, because you a) trust our motives and capabilities, and b) understand how big and important the problem is:
Nearly every DAO struggles to create sustainable value - largely because DAO decision-making is famously slow, and inefficient, which drives them to compromise their values and centralize. Arbitrum is committed to being better, and you believed in our ability to help.
Across Milestones 1a, we pluralistically deployed funds via 12 different grants programs and different modalities for grants decision-making.
Experimenting with multiple modalities allows us to allocate grants to support quick feedback about what works and can scale now. We can quickly evolve our grants decision making based the below success rubric, which determines where to allocate grants:

In Milestone 1a, we seeded the initial 12 Grants Programs. In Milestone 1b, we will lean on our newly established Plurality Labs board (more later!) as well as community voices who can evaluate our grants via our Thrive Protocol to inform where to cut, coach, and grow.

We have a big vision. We’re seeking to build the most robust pluralistic grants ecosystem in DAO history. To do it, we took some big shots on goal in Milestone 1a - funding 12 grant programs using 30 decision making experiments to fund 250+ projects. Some shots scored and others missed.
This is aligned with the expectations of the pluralistic grants approach. The only way to create and scale pluralistic grants is to decentralize bet taking… and to get as comfortable with the shots that embarrassingly fly into the stands as we are with the goals.
Because it’s all data. And the data helps us double-down on winners and cut what doesn’t work yet. With the data we’re collecting, we will consistently improve results; we will create a robust, long-term pluralistic grants framework for Arbitrum DAO. This framework is emerging now, and it will continue to become clearer throughout Milestone 1b(ridge).
In our maiden proposal, the principal outcome we sought to achieve was to demonstrate that we could deliver and scale enormous value creation via a pluralistic grants framework. The general feedback from delegates has been: kind of…
There seems to be wide agreement that we created value. There also seems to be wide agreement that there’s something here to scale. But there isn’t yet wide agreement that we’ve documented our learning or that we are ready for scale. Fair.
Thus, after consultation with a number of the top delegates, we created this Milestone 1b(ridge) proposal that asks for the exact same amount of ARB and same timeframe as passed with 99% of delegate vote in August.

Plurality Labs Board: We brought together trusted and known voices in the Arbitrum community. Their role with us is to gather feedback and data from our Arbitrum community, and to make strategic decisions about grants allocators, specific grants / contributions, and validations.
This board is part of this vote. We found people to represent the different stakeholder groups in Arbitrum. Now your votes will ratify this group - which includes two who voted "No" to our temp check for Milestone 2!

Human Validations: Going forward, we will fund our grants at specific milestones of value creation. White-listed Arbitrum community members will - in a pluralistic way - help clarify when value is created, and will also be rewarded for their services (more on this later).
Team revamp: We are fully utilizing our 26-person ThriveCoin team), we have also added some key team members to our roster, including: Ben West (GitCoin grants lead), Kyler Wandler (DAO Research Collective), and Scott Mandel (Complex Labs, Flexa, 2Q Ventures).
As aligned with the feedback we’ve received from delegates and community members, we made this proposal easy: The total cost and timeframe are the same as the first proposal: 3.36M ARB and 6 months, with 336k ARB to Plurality Labs and 224k ARB to program management, as in the first proposal.
2.8M ARB will be funding ecosystem development, including demonstrating that we can create incrementally more value with our emerging pluralistic grants framework. We are also adding a layer of oversight to our work - welcoming an esteemed Plurality Labs board. They will, among other things, help ensure we deliver the value we promise.
The 560k ARB services fee (same ARB and same buckets as first proposal) includes:

Our intention is for this to be one of the most impactful AIPs in the history of Arbitrum. If we do our work right (and we believe we’re on the right track) we should be spurring thriving, net-positive ecosystem activity in Arbitrum for years to come.
Additionally, we’ll be doing it via a pluralistic grants framework that has a consistent bias for value creation, further decentralization, and resistance to capture. We will be building the future of web3 together, and providing a path for all great people and teams to work with Arbitrum.
When the value of Milestone 1b is obvious, we’ll present Milestone 2.

DAOplomats are in favor of this proposal. We appreciate the work PL has been doing; drafting the 1B(ridge) proposal to address delegates' concerns is great. Having the board in place is a no-brainer as it provides that additional oversight. There was other notable feedback from delegates during meetings and it is good to see PL implement them in this 1B (ridge) proposal. Also, to further reiterate one of the suggestions from @immuteablelawyer, a compensation structure for the board is nice to have and will foster better commitment. Looking forward to more documentation from the team and the success of this initiative.

The draft board charter has been circulated, and they've had starting conversations and feedback on it. As soon as it is ratified, we will update the DAO here. The board will serve in an advisory and oversight capacity - giving crucial insight into the needs of the community and support on everything from program grants decisions to how best to create value for Arbitrum.

Can you tell us more about the qualifications of the ThriveCoin team members that will be assisting Plurality Labs in Milestone 1b?
We have dozens of people on the team, so I won't list all of us. But here are some of us:
Daniel Jacobs, founder (me). Multiple time founder, CEO, exits. Background in building "contribution economies" to scale. I tend to be a fairly behind-the-scenes guy, but here's a Forbes article that shares some of my background and passions. Also, I did my first meaningful crypto project way back in 2013.
Rilind Mehmeti, CTO. Rilind was an OG crypto builder and CTO. He built some of the first experimental stablecoins and staking smart contracts. He then went onto lead engineering at my last company and do a stint at Amazon before I convinced him to play together again.
Vigan Abdurrahmani, Head of Blockchain. Vigan has been in engineering leadership at BitFinex for years, one of the top exchanges. He's also worked with Rilind on a multitude of "top secret" projects - both inside and outside web3.
Gerard Hernandez, CFO. Gerard is currently on the Board of the ApeCoin Foundation - the only board member person to be elected twice. He has large enterprise CFO experience, but he's also about as degen as it gets, deeply involved with ApeCoin and supporting other top projects.
Martin Hui, Head of Customer Success. Martin was Head of Legal M&A for North America for all of Morgan Stanley before coming here. At least, that was his day job. At night... web3. We convinced him to leave the collared shirts behind and come to the light.
Scott Mandel, Head of Marketing. Scott built and drove forward a conceptually aligned but adjacent web3 organization to ThriveCoin - Complex Labs. He was also Head of Community at Flexa, global leader in digital payments, and early web3. He also was MD at Risk Rewards Ventures.
Additionally can you please expand on the extent of their responsibilities or the resources provided that will help ensure Milestone 1b does not replicate the shortcomings of Milestone 1?
The Thrive team is devoted to the success of Milestone 1b(ridge). We are builders - doers - more than we are talkers, so you will see our commitment in results. We will provide technology that supports Plurality Labs in validating, rewarding, and attesting when value is created with grants programs. We will provide best practices for strong operating procedures and help ensure readiness for scale.
In terms of additional resources, we hired Ben (GitCoin grants lead) and Kyler (DAO Research Collective) to support the PL team before Milestone 1b(ridge) has even been passed. Additionally, we'll be providing engineering resources that helps drive value creation and preparation for scale. We'll do what is needed to support enormous value creation for Arbitrum.

Scott Mandel, Head of Marketing. Scott built and drove forward a conceptually aligned but adjacent web3 organization to ThriveCoin - Complex Labs. He was also Head of Community at Flexa, global leader in digital payments, and early web3. He also was MD at Risk Rewards Ventures.
Additionally can you please expand on the extent of their responsibilities or the resources provided that will help ensure Milestone 1b does not replicate the shortcomings of Milestone 1?
The Thrive team is devoted to the success of Milestone 1b(ridge). We are builders - doers - more than we are talkers, so you will see our commitment in results. We will provide technology that supports Plurality Labs in validating, rewarding, and attesting when value is created with grants programs. We will provide best practices for strong operating procedures and help ensure readiness for scale.
In terms of additional resources, we hired Ben (GitCoin grants lead) and Kyler (DAO Research Collective) to support the PL team before Milestone 1b(ridge) has even been passed. Additionally, we'll be providing engineering resources that helps drive value creation and preparation for scale. We'll do what is needed to support enormous value creation for Arbitrum.
Are you able to provide links to ThriveCoin’s Github or Docs? We struggled to find any technical or detailed explanation of ThriveCoin’s products.
Sure. Here's our public documentation on GitHub. FWIW while we plan on decentralizing later this year, we've somewhat stealth about our work. This is why - despite enormous growth - we've kept documentation sparse. In the coming months, we'll open up and publish much more material on the work we've been doing, which we believe is crucial to the future of web3.

As you mentioned, some deliverables could not be completed in the first milestone and I see the analysis on the corrective actions to be taken is correct. However, despite the incorporation of the Board (which I think is positive, even though since they are not paid there is no economic commitment but rather reputational), I consider that it is necessary that as DAO we can more easily evaluate the performance of Milestone 1.b and this would be possible through the incorporation of clearer/quantifiable objectives as well as more detail regarding the execution/timeline of the program and also deadlines to achieving each deliverable/objective. (I repeat, this considering that there were objectives that were not achieved).
In this way, knowing in detail the step-by-step, quantified objectives (for example, the number of programs they expect to fund with the requested budget) and observing the execution, we will be able to have a more accurate picture of the success of the program.
It is important that in addition to the Board, any delegate or member of the community be able to properly follow up on the proposal.

If they do, we double down on them. In this way, we help ensure the work we do with grants allocators - whether they are more or less established - leads to more value for the DAO.

Well, value creation and scalabilities are all activities don’t you think? The right question is what activities create value and are scalable?
Also, what kind of value does the program want to draw from the activities? It is sort of a simple mind map with close to 10 hops from start to end.
Happy to share more @allen_muhani about how we worked with Plurality on both of these items. If you look at our final report produced as part of our grant, I think we demonstrated a solid proof of concept, methodology, and technological implementation for achieving this at a broader scale!

I do believe this structure will allow iterative feedback cycles to course correct when needed, maintain responsibility throughout the lifecycle, but also remain agile to the ecosystem’s evolving needs.
I agree. Our intent is to evolve and improve based on the input and the changing needs of our community. The space is moving exceptionally fast now - so it's valuable to have a board with their fingers on the evolving pulse of Arbitrum. This will help us direct resources to the right places, even as needs change.
Plurality Labs has played an important role in the growth and success of the Arbitrum DAO. The flexibility of their mandate and operating model allowed them to step in and plug gaps as they emerged. The firestarter and retroactive + quadratic funding models cover a distinct and important set of constituents relative to the other Arbitrum funding sources. I’m supportive of Milestone 1b.

Bridge 1b is asking for a 2x increase compared to 1a as the price of ARB has ~ doubled. May we know where the additional funds will be deployed? Would it be paying grantees/PL staff the same ARB rate as earlier, hiring additional staff, deploying more to evaluations or some other purpose?
The price of ARB was $1.82 when I last looked today. When milestone 1a was passed, the price of ARB was $1.16. That's a 56% increase currently. In the last few days that number has dipped lower - and we have yet to see the impact on price of a succession of soon-to-come large unlocks.
Given the obvious volatility of ARB, the PL team spoke with a number of delegates about the fairest way to do this bridge. The most common answer was what you probably expect: keep prices in ARB, and keep amounts the same. It make it easy on everyone and feels fair. So that's what we did.
I have seen some discussion in our Telegram groups that... Joe [i]s the domain allocator.
While Joe was the most visible program manager on Telegram chats (which may be why that perception exists), he was not the main domain allocator. In the first deployment, there were 12 programs selected as allocators. Joe was the program manager for 2 of them, which is just 16.6%
Going forward, our shared commitment is to further and further decentralize grants allocation. In Milestone 1B(ridge), we will be showing that by leveraging the support of the board and the community to make decisions about grants allocators and grants selections.
I would still like a clear answer as to how this grant is different from just being an experiments domain on QB, and whether there is any scope of some sort of merger between both programs down the road.
We are are approaching grants making differently from QuestBook and others. We are seeking to master the art of efficient, valuable pluralistic grants giving at scale. We are agnostic about the allocator and allocation methodology - as long as it drives value, efficiency, and scale.
Questbook is an example of a grants allocator that we would allocate funds through - and we have in the past. We value Questbook's contributions to the ecosystem and we believe in their path forward. We will surely continue to work together in the future, but there are no talks of merging.

I noticed that this proposal requests the same amount of ARB (3.36M) as your original proposal from August 2023. However, the price of ARB seems to have doubled from around $1 in August 2023 to roughly $2 now in March 2024.
I was hoping you could provide some insight into your decision to request the same amount of ARB despite this price change. In USD terms, 3.36M ARB would be worth twice as much now compared to August 2023.
Was this an intentional choice to increase the USD value of the funding to expand the scope of this phase? Or was it an oversight in not adjusting the amount to maintain a similar USD value as the original proposal?
I think it would be beneficial to the community's evaluation of this proposal if you could clarify the reasoning behind the ARB amount requested and how you're accounting for ARB price fluctuations. This will help provide a clearer picture of the proposed funding.

One of the most important aspects of any grant program, working group, or sub-DAO is relaying information to the stakeholder who initially entrusted you with a particular task and set of capital. In this instance, we are appreciative of Plurality’s work and effort that has gone into providing resources for numerous projects.
Another aspect that we’re fans of is the funding of grant programs upon reaching particular milestones. This will allow for funds to be disseminated in a more calculated manner–it’s important to double down on the success stories and move on from defunct projects. As mentioned by a couple of other folks, we would like to see some general KPIs implemented for tracking the continual progression of a project–these can be a mix of both qualitative and quantitative metrics. They can also be done on an ad hoc basis since each grant may be unique.

We look forward to seeing more data points outlined in the upcoming February report as well as the advisory board charter before the onchain vote. Additionally, like @cattin, we would value quantifiable objectives wherever possible and KPIs based on the winners of Milestone 1a. Overall, the Grow, Coach, Cut approach is a great strategy but for it to be effective we strongly believe it needs these quantifiable measuring points.

First things first, we, as ITU Blockchain, should say that the whole process will be worth remembering when it is done thanks to who contributed to the project.
As Milestone 1 reviews are being considered, we cannot deny the fact that we are not really ready for the fast-paced implementation of Milestone 2. So, we agree that thinking of a new way of transition is a wise decision. Also, when we look at how far we have come with the Milestone 1 process and realize its outcomes, we see that we should keep supporting the project. Furthermore, with its adjusted costs and the trustworthy advisory board, we believe that Milestone 1B will be a great opportunity to create a smooth bridge between Milestone 1 and 2 in terms of scaling.
As part of the Plurality Labs Firestarters initiative, r3gen Finance has been working to deliver financial reporting for the Arbitrum DAO (to be shared shortly). In addition, r3gen has prepared a detailed report on the Plurality Labs grant program, performing a deep-dive into how the funds have been deployed within the program. The results of this are displayed below.

We definitely put a lot of work into the reworking of our proposal into this simple format which responds to the requests from the delegates and communities.

Everything was denominated in ARB in milestone 1.

Because everything was denominated in ARB, it was not an oversight. However, if you would prefer to denominate in $$$, @thrivegiraffe has a clear explanation of the issue to avoid.
Given the obvious volatility of ARB, the PL team spoke with a number of delegates about the fairest way to do this bridge. The most common answer was what you probably expect: keep prices in ARB, and keep amounts the same. It make it easy on everyone and feels fair. So that’s what we did.
Lastly, you will see that the unspent part of Milestone 1 was rolled over into the Tally request. This is why Tally is sending 2,846,000 ARB to the PL-ARB Grant Safety Multisig. The allocation fund portion - all but our service charge (even this is sent over the course of the deployment) - is controlled by a 4/6 multisig with delegates and only 2 Plurality Labs team members.
Your work on the pluralistic grants framework is much appreciated and I look forward to seeing how Milestone 1b progresses.

On the other hand, while it is a long-term project which aims to create a better system and understanding of allocating grants, we should underline that collected datas and reports will play a crucial role. So, we are waiting to be informed about the process with more detailed information with their areas in being used. In addition, just like the idea of Milestone 1B, we have the faith that the shifts between Milestones should not be in a rush but in the most optimal way with the aim of creating a sustainable autonomous grants allocation programme.
With these rationales being considered, we, as ITU Blockchain Delegation team, will vote in favour of this proposal with a strong belief in the project.

Focus was placed on funds that have been spent, funds committed to grantees but not spent and funds that were not allocated.



The 12 programs to receive funding were assessed, showing how Plurality Labs planned to spend the granted funds across their various initiatives.The largest 10 grantees were also then identified, with an reporting on committed vs. spent funds for those grantees performed.


The 12 programs fell under 4 main Plurality Labs categories - these were summarised and context was given around what each category’s programs aimed to achieve.

Due to the delayed start of many programs, we have many still operating. At the end of January, we decided to "right size" any running programs and made the decision to end others. This is why the allocated amount changed relative to the amount not yet paid out.
Our February financial report - to be shared next week - has us at 1.14 million ARB yet to be paid out and 514k ARB unallocated after the right sizing of all programs. This amount will be deducted from the Tally request and rolled into Milestone 2.
We would like to see where these remaining funds are allocated to and any updated timelines that the DAO can expect for these Milestone 1 programs to conclude.

There are some that are delayed due to the delayed start of programs, some had dependencies, and others are replaced with more important ones based on our learnings.

However, I do want to state that we do want to see quantifiable objectives for this proposal before it goes to Tally, these are not quantifiable objectives
I understand it's a very difficult task to do so, especially since this program is, as its name states, "pluralistic." Having specific KPIs might be complicated, but I think that since the idea is going to be to double down on winners, we could have KPIs based on the winners from milestone 1a so that we can effectively determine what programs are working and which aren't.
That being said, I'm excited to see the progress that the team made since the start of the program and the effort put into improving this first milestone.

I think the criticism of how they have handled some of their responsibilities around communicating and documenting their outputs is valid and am confident they can address these issues during the next few months.

Yes. We are planning to hire a communications specialist dedicated to Arbitrum. On the Thrive team, we hired a Executive level marketing pro, but we are waiting for the Arbitrum proposal to pass before hiring the dedicated talent. This is great because they will have the support of the Thrivecoin pro when we do hire them!
ThriveCoin - If it was in an earlier post I apologize, but is there any place to get info on them? Mostly out of curiosity, but also it seems they will be a big part of Milestone 1B. i.e. - I saw reference to their “best practices” a few times as well as bringing their expertiese to this project. I think it would be good for delegates to get a feel for the methodologies and vibes of that team, or if there is a brief summary of some of the other projects they’ve worked on.

We were open to partnering because of a shared ethos and similarity in vision of where the puck is going. Decentralized validation by humans in a way that can be trusted is key to impact measurement, outcome evaluation, and survey legitimacy. These are needed components of a Pluralist funding framework.
We will likely run one program using Thrive to review all grants. We may also do some others which will utilize their best practices from other deployments. However, the dedicated team here will also continue guiding the experimental use of any funding mechanism which has unique value and potential to scale. Plus, the board will have oversight and right to veto the selection of these programs.
All in all, I will be voting “For” this proposal as it currently stands. I trust PL based on their track record with the DAO and the members on the team. As well as it’s clear that while Milestone 1a wasn’t perfect (nothing ever is!), the team is looking to evolve and improve the process — which ultimately is the purpose of funding these endeavors. I’m looking forward to continued success.

There is currently still 1,553,079.3 ARB in the multisig used for Milestone 1. As @krst pointed out on January 30th in L2Beat’s response to the Milestone 1 report, there was at that time ~1.9m ARB in the multisig with 1.535m allocated but not yet distributed. And in the January report it was stated that 1.307m ARB was allocated but not yet paid out.
We can see that funds are still being sent out on approximately a weekly cadence, but can you please clarify if this dashboard is up to date? We would like to see where these remaining funds are allocated to and any updated timelines that the DAO can expect for these Milestone 1 programs to conclude.
Is there an update on the responsibility of the Board and the creation of a Charter, as you alluded to here? Primarily, we are interested to learn how the board will hold Plurality Labs accountable for the original deliverables stated in AIP-3.

Firstly, we would like to thank Joe and PluralityLab for thoughtfully considering delegate feedback and presenting a revised proposal. After reviewing both the proposal and PluralityLab's past contributions, we decided to support this initiative. The proposal's enhancements and its focus on grant programs are very important for the DAO. We believe advancing this proposal is crucial for attracting more builders to Arbitrum, fostering innovation, and strengthening our ecosystem.
Additionally, we think it would be beneficial that the team could provide reports on the performance of projects post-funding. This will make it easier for delegates to evaluate the impact and follow the progress of these grants.

Having seen the feedback from other delegates on the previous proposal, the challenge seems to lie in quantifying the value creation before the start of Milestone 2.
I think this extension would be effective if these points are clarified - otherwise, we might find ourselves in the same situation in 6 months.
EDIT: I voted in favor of this proposal - I trust the PL team they will deliver on these short term objectives and excited for the next phase. We'll be keeping a close eye on their reporting dashboard to monitor the progress.

First off - Thank you @shawn16400 and @thrivegiraffe for helping out with replies while I was bouncing around Denver looking for signs of the Bull. The GovHack was incredibly powerful. The Arbitrum booth was understated in a way that only the leading L2 could pull off. I learned how good Shake Shack's burgers are and I fought for Arbitrum's glory in the L2 wars on Rehash podcast! It was great to have the team able to support here while I was dipping into a small coma after a week of Milady Raves and governance brunches.

We are voting yes to funding Plurality Labs's 2nd milestone. Having a robust community led grants program is pertinent to Arbitrum's success and Joe and the team have been excellent stewards of Arbitrum and its DAO. The addition of a DAO-aligned advisory board is very well received.
We'd like to voice some concern around Plurality Labs joining Thrive, who is also a crucial member of the Optimism ecosystem. On a longer time frame, we would like to see Arbitrum DAO's main grants program have have exclusivity agreement with the Foundation or at least not work with primary competitors with ulterior motivations being the main concern. While this is a future desire, it is of our opinion that this not be a barrier to funding Plurality Labs.
I am glad to see Plurality Labs is moving forward with the next phase of their program. It is clear that there has been a lot of thought put into this proposal and the willingness to be flexible to the DAOs requests is greatly appreciated. I also think PL fills an important role in Arbitrum's Grant space as an innovative and experimental program. I don't really have much to add that already hasn't already been asked / said. I'll just make a few quick points / thoughts.

Having the board in place is a no-brainer as it provides that additional oversight. There was other notable feedback from delegates during meetings and it is good to see PL implement them in this 1B (ridge) proposal.
After reviewing both the proposal and PluralityLab’s past contributions, we decided to support this initiative.
As a delegate, we find the proposal for funding Plurality Labs Milestone 1B(ridge) quite intriguing, particularly for its focus on decentralization and innovation within the ecosystem.
However, we wonder if we’ve fully explored the potential benefits and efficiencies of routing such initiatives through established grant programs. Could using these existing programs offer a more streamlined approach to funding, while still aligning with governance values? We’re echoing many of the comments beforehand and simply just am a little confused as to why this is going to general governance and not existing pre voted in structures.

Thank you for the detailed proposal regarding Milestone 1b(ridge) of your pluralistic grants framework. It’s clear you’ve put a lot of thought into the plan and have taken steps to address feedback from the community.
We definitely put a lot of work into the reworking of our proposal into this simple format which responds to the requests from the delegates and communities.
Was this an intentional choice to increase the USD value of the funding to expand the scope of this phase?
Everything was denominated in ARB in milestone 1.
Or was it an oversight in not adjusting the amount to maintain a similar USD value as the original proposal?
Because everything was denominated in ARB, it was not an oversight. However, if you would prefer to denominate in $$$, @thrivegiraffe has a clear explanation of the issue to avoid.
Given the obvious volatility of ARB, the PL team spoke with a number of delegates about the fairest way to do this bridge. The most common answer was what you probably expect: keep prices in ARB, and keep amounts the same. It make it easy on everyone and feels fair. So that’s what we did.
Lastly, you will see that the unspent part of Milestone 1 was rolled over into the Tally request. This is why Tally is sending 2,846,000 ARB to the PL-ARB Grant Safety Multisig. The allocation fund portion - all but our service charge (even this is sent over the course of the deployment) - is controlled by a 4/6 multisig with delegates and only 2 Plurality Labs team members.
Your work on the pluralistic grants framework is much appreciated and I look forward to seeing how Milestone 1b progresses.

First things first, we, as ITU Blockchain, should say that the whole process will be worth remembering when it is done thanks to who contributed to the project.
As Milestone 1 reviews are being considered, we cannot deny the fact that we are not really ready for the fast-paced implementation of Milestone 2. So, we agree that thinking of a new way of transition is a wise decision. Also, when we look at how far we have come with the Milestone 1 process and realize its outcomes, we see that we should keep supporting the project. Furthermore, with its adjusted costs and the trustworthy advisory board, we believe that Milestone 1B will be a great opportunity to create a smooth bridge between Milestone 1 and 2 in terms of scaling.
On the other hand, while it is a long-term project which aims to create a better system and understanding of allocating grants, we should underline that collected datas and reports will play a crucial role. So, we are waiting to be informed about the process with more detailed information with their areas in being used. In addition, just like the idea of Milestone 1B, we have the faith that the shifts between Milestones should not be in a rush but in the most optimal way with the aim of creating a sustainable autonomous grants allocation programme.
With these rationales being considered, we, as ITU Blockchain Delegation team, will vote in favour of this proposal with a strong belief in the project.
As part of the Plurality Labs Firestarters initiative, r3gen Finance has been working to deliver financial reporting for the Arbitrum DAO (to be shared shortly). In addition, r3gen has prepared a detailed report on the Plurality Labs grant program, performing a deep-dive into how the funds have been deployed within the program. The results of this are displayed below.

Focus was placed on funds that have been spent, funds committed to grantees but not spent and funds that were not allocated.



The 12 programs to receive funding were assessed, showing how Plurality Labs planned to spend the granted funds across their various initiatives.The largest 10 grantees were also then identified, with an reporting on committed vs. spent funds for those grantees performed.


The 12 programs fell under 4 main Plurality Labs categories - these were summarised and context was given around what each category’s programs aimed to achieve.

In reviewing the work done in Milestone 1 and the subsequent reports provided by the Plurality Labs team, we identified a few questions that we ask the PL or ThriveCoin team to answer:
There is currently still 1,553,079.3 ARB in the multisig used for Milestone 1. As @krst pointed out on January 30th in L2Beat’s response to the Milestone 1 report, there was at that time ~1.9m ARB in the multisig with 1.535m allocated but not yet distributed. And in the January report it was stated that 1.307m ARB was allocated but not yet paid out.
We can see that funds are still being sent out on approximately a weekly cadence, but can you please clarify if this dashboard is up to date? We would like to see where these remaining funds are allocated to and any updated timelines that the DAO can expect for these Milestone 1 programs to conclude.
Is there an update on the responsibility of the Board and the creation of a Charter, as you alluded to here? Primarily, we are interested to learn how the board will hold Plurality Labs accountable for the original deliverables stated in AIP-3.
Questions regarding ThriveCoin and its involvement in Milestone 1b:
a. Can you tell us more about the qualifications of the ThriveCoin team members that will be assisting Plurality Labs in Milestone 1b?
b. Additionally can you please expand on the extent of their responsibilities or the resources provided that will help ensure Milestone 1b does not replicate the shortcomings of Milestone 1?
c. Can you provide more details on which tools & technologies you plan to use in Milestone 1b? Are any of these owned by ThriveCoin (e.g, ThankArb, which was used in GovMonth, is a ThriveCoin product)

Although we will be abstaining from voting as we’re part of the Advisory Board mentioned in the proposal, we’re overall supportive of the proposal and looking forward to what the outcome will be.
Firstly, we would like to thank Joe and PluralityLab for thoughtfully considering delegate feedback and presenting a revised proposal. After reviewing both the proposal and PluralityLab's past contributions, we decided to support this initiative. The proposal's enhancements and its focus on grant programs are very important for the DAO. We believe advancing this proposal is crucial for attracting more builders to Arbitrum, fostering innovation, and strengthening our ecosystem.
Additionally, we think it would be beneficial that the team could provide reports on the performance of projects post-funding. This will make it easier for delegates to evaluate the impact and follow the progress of these grants.

In our maiden proposal, the principal outcome we sought to achieve was to demonstrate that we could deliver and scale enormous value creation via a pluralistic grants framework. The general feedback from delegates has been: kind of…
Having seen the feedback from other delegates on the previous proposal, the challenge seems to lie in quantifying the value creation before the start of Milestone 2.
I think this extension would be effective if these points are clarified - otherwise, we might find ourselves in the same situation in 6 months.
EDIT: I voted in favor of this proposal - I trust the PL team they will deliver on these short term objectives and excited for the next phase. We'll be keeping a close eye on their reporting dashboard to monitor the progress.

First off - Thank you @shawn16400 and @thrivegiraffe for helping out with replies while I was bouncing around Denver looking for signs of the Bull. The GovHack was incredibly powerful. The Arbitrum booth was understated in a way that only the leading L2 could pull off. I learned how good Shake Shack's burgers are and I fought for Arbitrum's glory in the L2 wars on Rehash podcast! It was great to have the team able to support here while I was dipping into a small coma after a week of Milady Raves and governance brunches.

We are voting yes to funding Plurality Labs's 2nd milestone. Having a robust community led grants program is pertinent to Arbitrum's success and Joe and the team have been excellent stewards of Arbitrum and its DAO. The addition of a DAO-aligned advisory board is very well received.
We'd like to voice some concern around Plurality Labs joining Thrive, who is also a crucial member of the Optimism ecosystem. On a longer time frame, we would like to see Arbitrum DAO's main grants program have have exclusivity agreement with the Foundation or at least not work with primary competitors with ulterior motivations being the main concern. While this is a future desire, it is of our opinion that this not be a barrier to funding Plurality Labs.
I am glad to see Plurality Labs is moving forward with the next phase of their program. It is clear that there has been a lot of thought put into this proposal and the willingness to be flexible to the DAOs requests is greatly appreciated. I also think PL fills an important role in Arbitrum's Grant space as an innovative and experimental program. I don't really have much to add that already hasn't already been asked / said. I'll just make a few quick points / thoughts.
It's clear that PL has learned from milestone 1a and I'm very glad to see reflection and improvement upon any shortcomings. I understand your concern about the exact deliverables. We think that they are clear because it is a bridge extension of milestone 1. This means that the whole DAO will see our monthly reports and the deliverable scorecard. On the deliverables scorecard, you will be able to see our updated deliverables in column e. I believe these are specific enough to satisfy your inquiry.

As a delegate, we find the proposal for funding Plurality Labs Milestone 1B(ridge) quite intriguing, particularly for its focus on decentralization and innovation within the ecosystem.
However, we wonder if we’ve fully explored the potential benefits and efficiencies of routing such initiatives through established grant programs. Could using these existing programs offer a more streamlined approach to funding, while still aligning with governance values? We’re echoing many of the comments beforehand and simply just am a little confused as to why this is going to general governance and not existing pre voted in structures.

ThriveCoin - If it was in an earlier post I apologize, but is there any place to get info on them? Mostly out of curiosity, but also it seems they will be a big part of Milestone 1B. i.e. - I saw reference to their "best practices" a few times as well as bringing their expertiese to this project. I think it would be good for delegates to get a feel for the methodologies and vibes of that team, or if there is a brief summary of some of the other projects they've worked on.
All in all, I will be voting "For" this proposal as it currently stands. I trust PL based on their track record with the DAO and the members on the team. As well as it's clear that while Milestone 1a wasn't perfect (nothing ever is!), the team is looking to evolve and improve the process --- which ultimately is the purpose of funding these endeavors. I'm looking forward to continued success.

During a series of Grant Round operator discussions at ETHDenver this was the common theme, how to quantity grant value or impact. Although many agreed this was the next step in the maturing of web3 grant programs, there was no consensus on the best method or metrics. While there are quantifiable metrics that can be put in place (TVL, tx volume, users, builders, delegate sentiment, # of grants distributed, amount of innovation), the nuance in those metrics needs to be worked out. We expect this is going to be both a science and an art - and is exceptionally important work that we are committed to moving forward in Milestone 1B.
In our proposal - this work falls into two lines:
4. We can leverage better tech and systems to support further scale in Milestone 2.
2.Human validations: Thrive Protocol allows us to validate when value is created, and pay out funds to projects upon value creation. This is critical for scale. We’ll use it.
In Milestone 1B, we intend to work across web3 and (to some extent) explore how IRL grant programs manage this. As we invent / reapply methods, we will validate the work with the Board in order to establish a workable baseline for grant value/impact.
The ideal state: the ability to compare one grant program vs. another for relative value creation.
This is going to be really hard, but it's work that needs to be done. And thank you @maxlomu for the question and your work in Arbitrum.

You hit on two of the most important, yet less-well understood components of a great grant program: a) What should be prioritized for funding and b ) how do we ensure the funds were well spent?
For point a: We evaluate all grant allocators to understand the value creation and scalability of grants. Going forward, we are refining the program manager application process to focus more on value creation and scalability vs. activity. Said another way, its great a grant program was created and gave away ARB, but what was the actual value of all that spending?
Point b is an ongoing challenge we are iterating on - with our friends at Karma we explored rating individual grant projects post close and we did this at a program level using Ethelo. Although the Ethelo program was focused on program awareness, the next iteration would include leveraging the right technology to scale and reward true value creation. And - just to make sure we are on track, we will use the board to ensure we maintain the right focus.
In an ideal state - we can ensure every token spent is strategically allocated and we maximize the impact of that spend. Are we there yet? No, but it is exactly where we are headed.

I am super excited about the entire Thrivecoin team getting more involved for this bridge. Having both Questbook and Thrivecoin run independent grant programs for arbitrum helps the DAO not have single vendor lock in and puts us in a strong position for onboarding new builders/contributors.

Well, value creation and scalabilities are all activities don’t you think? The right question is what activities create value and are scalable?
While everybody is enjoying in Denver, I am gonna break the ice on the just posted snapshot proposal.
I am gonna vote Yes on this. For the one reason above all: @DisruptionJoe was able to address most of the concerns from the DAO. The idea of taking an external committee to evaluate the program as a whole makes a lot of sense. We will see how it goes, but i think that the approach of iterating fast, break shit, do new stuff, iterate again is well embedded in the DNA of plurality labs. And is definitely a net +ve in the current state of the Dao.
I do think that this is a good approach to finalise pending mandate-points from Tenure [1] while still ensuring that the Program can proceed and continue providing value to the Ecosystem (on this point re. value-add, I do not think that there are any arguments).
In addition, given the nascent nature of the Pluralistic ideology, I think the inclusion of a knowledgeable advisory board to serve as an ongoing supervisor of sorts on what the Program is achieving/what the Program can improve is a great addition. My only suggestion here would be to add a compensation to these members. I feel that a compensation is always merited in a case where responsibility/obligation is being undertaken. Plus, the DAO would have an expectation on the part of the advisors for such advisors to perform and perform their function if a compensation is attached.
I am really excited for this proposal! Before i begin my review I'll start off with the disclaimer that I am a grantee of PL and received funds for starting the Treasury and Sustainability firestarter.
From my perspective, it appears that ArbitrumDAO is no longer in its infancy stage but slowly professionalizing ( thanks in large part to @Immutablelawyer work with ARDC and the procurement committee ). At the same time, we now risk becoming a playground for established service providers to operate in with little room left for individual initiative to move the needle on major matters.

This board is part of this vote. We found people to represent the different stakeholder groups in Arbitrum. Now your votes will ratify this group - which includes two who voted “No” to our temp check for Milestone 2!
We had our inaugural session this week, and the foundation of operations was laid out; given a lot of the board is cautious but dogmatic in our approach to moving the ecosystem forward, I am excited to participate. I do believe this structure will allow iterative feedback cycles to course correct when needed, maintain responsibility throughout the lifecycle, but also remain agile to the ecosystem's evolving needs.
I said this before and in this updated proposal, I am in favor of this proposal as it is. Prior to AIP-3 passing, I was hesitant to see this move forward but I am glad to have been proven wrong and seen the immense value that PL has brought to Arbitrum DAO.
Seeing that this proposal requests the same amount of ARB in the same timeframe as AIP-3, I am happy to be in favor of this. I am also curious to understand the role of PL Board and I understand thats a WIP.

Then we must think of the levels - the way you did for the builder grants to development grants. The complexity grows quickly.
Plurality Labs has played an important role in the growth and success of the Arbitrum DAO. The flexibility of their mandate and operating model allowed them to step in and plug gaps as they emerged. The firestarter and retroactive + quadratic funding models cover a distinct and important set of constituents relative to the other Arbitrum funding sources. I'm supportive of Milestone 1b.

Thanks - we agree the Pluralistic vision is key for decentralization - and that a series of grant programs can make that a reality.
While these directions are valuable, perhaps incorporating specific, measurable KPIs could help in holding the program accountable and ensuring alignment.

During a series of Grant Round operator discussions at ETHDenver this was the common theme, how to quantity grant value or impact. Although many agreed this was the next step in the maturing of web3 grant programs, there was no consensus on the best method or metrics. While there are quantifiable metrics that can be put in place (TVL, tx volume, users, builders, delegate sentiment, # of grants distributed, amount of innovation), the nuance in those metrics needs to be worked out. We expect this is going to be both a science and an art - and is exceptionally important work that we are committed to moving forward in Milestone 1B.
In our proposal - this work falls into two lines:
4. We can leverage better tech and systems to support further scale in Milestone 2.
2.Human validations: Thrive Protocol allows us to validate when value is created, and pay out funds to projects upon value creation. This is critical for scale. We’ll use it.
In Milestone 1B, we intend to work across web3 and (to some extent) explore how IRL grant programs manage this. As we invent / reapply methods, we will validate the work with the Board in order to establish a workable baseline for grant value/impact.
The ideal state: the ability to compare one grant program vs. another for relative value creation.
This is going to be really hard, but it's work that needs to be done. And thank you @maxlomu for the question and your work in Arbitrum.

You hit on two of the most important, yet less-well understood components of a great grant program: a) What should be prioritized for funding and b ) how do we ensure the funds were well spent?
For point a: We evaluate all grant allocators to understand the value creation and scalability of grants. Going forward, we are refining the program manager application process to focus more on value creation and scalability vs. activity. Said another way, its great a grant program was created and gave away ARB, but what was the actual value of all that spending?
Point b is an ongoing challenge we are iterating on - with our friends at Karma we explored rating individual grant projects post close and we did this at a program level using Ethelo. Although the Ethelo program was focused on program awareness, the next iteration would include leveraging the right technology to scale and reward true value creation. And - just to make sure we are on track, we will use the board to ensure we maintain the right focus.
In an ideal state - we can ensure every token spent is strategically allocated and we maximize the impact of that spend. Are we there yet? No, but it is exactly where we are headed.

I am super excited about the entire Thrivecoin team getting more involved for this bridge. Having both Questbook and Thrivecoin run independent grant programs for arbitrum helps the DAO not have single vendor lock in and puts us in a strong position for onboarding new builders/contributors.

While everybody is enjoying in Denver, I am gonna break the ice on the just posted snapshot proposal.
I am gonna vote Yes on this. For the one reason above all: @DisruptionJoe was able to address most of the concerns from the DAO. The idea of taking an external committee to evaluate the program as a whole makes a lot of sense. We will see how it goes, but i think that the approach of iterating fast, break shit, do new stuff, iterate again is well embedded in the DNA of plurality labs. And is definitely a net +ve in the current state of the Dao.
I do think that this is a good approach to finalise pending mandate-points from Tenure [1] while still ensuring that the Program can proceed and continue providing value to the Ecosystem (on this point re. value-add, I do not think that there are any arguments).
In addition, given the nascent nature of the Pluralistic ideology, I think the inclusion of a knowledgeable advisory board to serve as an ongoing supervisor of sorts on what the Program is achieving/what the Program can improve is a great addition. My only suggestion here would be to add a compensation to these members. I feel that a compensation is always merited in a case where responsibility/obligation is being undertaken. Plus, the DAO would have an expectation on the part of the advisors for such advisors to perform and perform their function if a compensation is attached.

We had our inaugural session this week, and the foundation of operations was laid out; given a lot of the board is cautious but dogmatic in our approach to moving the ecosystem forward, I am excited to participate. I do believe this structure will allow iterative feedback cycles to course correct when needed, maintain responsibility throughout the lifecycle, but also remain agile to the ecosystem's evolving needs.
I said this before and in this updated proposal, I am in favor of this proposal as it is. Prior to AIP-3 passing, I was hesitant to see this move forward but I am glad to have been proven wrong and seen the immense value that PL has brought to Arbitrum DAO.
Seeing that this proposal requests the same amount of ARB in the same timeframe as AIP-3, I am happy to be in favor of this. I am also curious to understand the role of PL Board and I understand thats a WIP.

Plurality Labs has played an important role in the growth and success of the Arbitrum DAO. The flexibility of their mandate and operating model allowed them to step in and plug gaps as they emerged. The firestarter and retroactive + quadratic funding models cover a distinct and important set of constituents relative to the other Arbitrum funding sources. I'm supportive of Milestone 1b.

While meeting with a cohort of web3 grant operators, we tried to drive home the point that the maturing of a grant program depends on moving from simple milestone verification to validating value creation. And given Arbitrum has such a need for growth, we need to scale.

In September - we launched "GovMonth" a month long sense and respond campaign where we pulled together 15000 community responses to help us orient where to drive value. Moving forward, we will continue to experiment with community sensing, but we also introduce the creation of a Board to help us determine where value needs to be driven:

It is in serving as a countervailing force to this trend that I think PL has the clearest value proposition. Whether it be Gitcoin QF rounds, Jokerace allotments, Buidlbox hackathons or the Firestarter program, all initiatives had one thing in common - empowering individuals in the DAO to have a greater say and power over its direction.
I do have some questions on the program which I hope are answered before moving to snapshot;
Bridge 1b is asking for a 2x increase compared to 1a as the price of ARB has ~ doubled. May we know where the additional funds will be deployed? Would it be paying grantees/PL staff the same ARB rate as earlier, hiring additional staff, deploying more to evaluations or some other purpose?
I have seen some discussion in our Telegram groups that the way PL has operated so far is similar to a Questbook domain on experiments, with Joe as the domain allocator. This is ofcourse not a clean comparison and it makes sense to keep them separate for now (for example the 50k maximum grant in QB would not make sense for PL). I would still like a clear answer as to how this grant is different from just being an experiments domain on QB, and whether there is any scope of some sort of merger between both programs down the road.
To conclude, the DAO is professionalizing and unless we continue funding programs like the one proposed here, established service providers will end up being the one calling the shots and determining our future direction (as we see in many other DAOs). I particularly like the present proposal as it has both a bottom-up pluralist framework empowering individual contributors to step up even if they have no entity or team behind them, and a top-down council comprising key decision makers in Arbitrum. This proposal has my full support.
Side note: I love that @BenWest is now in the PL roster. He runs amazing Twitter spaces and I hope to see more of his radio jockey skills in play for communicating the work done under this grant.

I think this would help a lot in helping DAO, users, and people who are not following what you do closely (and you do lot of things, often times very different from each other).
But I don't want to really focus on the above, these are just general consideration.

I think PL implementing these third party, well established figures, is really a huge step forward, because they can take ownership of the view as well along with PL and express their opinion. And this can address a lot in regards to the internal decision system and others. I think this board, plus some better communication and an (even light) bridge to more standard frameworks/measures like the above can really really really help the DAO better understand the value you are brining.
So, this board, what they can realistically do? Can they veto PL decisions? Or do they have voting power, in a council of X people? Or are they just advisors, with no decision power but only the power to report as third independent parties what is going on in PL?

I love this graphic you made! It is very helpful. Here is another way to look at it. I think your diagram showcases challenges and solutions in the user incentives and product market fit bets section here:

Then we must think of the levels - the way you did for the builder grants to development grants. The complexity grows quickly.

This chart shows 30 potentially unique frameworks that are a part of the pluralist grant framework overall. One at each intersection of level and category.
Then, we must think that different verticals require unique customizations. The pluralist framework we will document and deliver prior to the end of Milestone 1b(ridge) will address how these many frameworks can work in a complimentary way:
I want to better understand the role of the advisory board. I think PL implementing these third party, well established figures, is really a huge step forward, because they can take ownership of the view as well along with PL and express their opinion. And this can address a lot in regards to the internal decision system and others. I think this board, plus some better communication and an (even light) bridge to more standard frameworks/measures like the above can really really really help the DAO better understand the value you are brining.

So, this board, what they can realistically do? Can they veto PL decisions? Or do they have voting power, in a council of X people? Or are they just advisors, with no decision power but only the power to report as third independent parties what is going on in PL?

I agree with the legitimate concerns that were raised about Milestone 2 when first proposed and its great to see this thoughtful revised 1(b) approach. Big thanks to the advisory board members and community members who offered their time, their ideas and their feedback.
