This 3rd iteration addresses the 2 primary critiques constraining maximal value generation from GovHack for ArbitrumDAO.

At root cause there is lack of process and opportunity for coordination and alignment for decision-making on vision, strategy, and top priority goals. This means less proposals hit the mark as they could, and new talent churns and is not retained.
Lack of dedicated post-GovHack support to comprehensively develop promising proposals that go the distance and make the difference the DAO needs at this moment in time.
