This is a draft proposal by the Rari Foundation to gather community feedback to finalize this proposal for submission to the Arbitrum DAO.
The RARI DAO seeks to enhance its governance framework by upgrading the RARI token contract and bringing its governance from Ethereum mainnet to the Arbitrum ecosystem. This proposal requests to regirster a custom gateway for a new RARI L2 token contract via Arbitrum native bridge, as only the Arbitrum DAO can implement this change. The custom gateway will enable more efficient governance processes with the upgraded token, reduce user costs, and improve overall accessibility for RARI DAO.

As such, we're requesting a custom L2 token implementation and using the (standard) custom gateway. Lacking the ability to upgrade / owner-register, we are seeking Artbirum DAO's approval to register the upgraded RARI token to the custom gateway so we can proceed with the custom L2 implementation.

Token contract was deployed to Arbitrum Sepolia, RARI testnet (which is on top of Arbitrum Sepolia) and all contracts were tested manually as well.

Since the currently deployed contracts are non-upgradeable and the RARI DAO wishes to add new features to their token while also aiming to enhance user experience, the proposed changes become necessary.

We're aware that per Arbitrum DAO's social consensus, new votes should be posted/scheduled to begin before Thursday at 12 pm UTC and this proposal is technically in violation of that. Our delay is due to waiting on a published security audit of the code change as we wanted to make sure is included in the proposal and didn't want to delay the vote by a week. The RARI FND is running an ecosystem activation campaign in late October, for which this custom pathway implementation is needed. We hope the Arbiturm delegates understand our urgency, and we apologize again for not being on schedule with the proposal post time.

Hey! Bridging from L1 to L2 will provide the user with the upgraded token without any other actions needed. From a user perspective, there is no change to how they bridged before.

If the direction set by RARI is to be followed by other projects, we would probably need a better way to adjust the configuration that does not require a full governance vote. Perhaps we could use the non-emergency Security Council to do this after the proposal has passed the temperature check, or have a separate mechanism that allows an external body (similar to MSS) to adjust these parameters with some additional safeguards.

We voted For this proposal and believe that it’s a no-brainer. The constitutional process behind this shows a degree of potential inefficiencies for the DAO. More migrations is net positive for Arbitrum. However, if the degree of friction behind conducting these is high, Arbitrum is likely missing out on attracting projects simply due to these inefficiencies.
I voted for this proposal, it has no direct costs for the DAO (other than the time for the Security Audit) and bringing more protocols, tokens, and communities to Arbitrum has a positive impact on the ecosystem.

I vote: yes. Reason: I believe rari has become a leading decentralised protocol over the years, and by deploying tokens on the arb, it will better enable more users to hold and actively participate in governance. At the same time to many protocols to arb as a template. At the same time, we hope that rari will provide a complete strategy and path as a guideline case after the completion of rari.

rari is a good model in favour of the proposal. It's great to see the change in rari, and also to see this that technical architecture and pace that gives a model for many other projects for future multi-chain governance, and also if rari can provide more detailed solution with technical counselling, cost, etc. That for many protocols, can migrate to arb is also very simple and clear case.

Although the current NFT market is quite sluggish, I believe NFTs will experience a resurgence in the near future.
