Therefore, we believe that a community incentives budget is necessary because a DAO is by the community and for the community. These incentives are not free; they are in exchange for the valuable resources that the community produces for the DAO.
Its funny, the DAO has hundreds of millions to spend on LTIPP and STIP etc.., but when it comes to incentives for the community to produce educational resources and make improvements, it seems too much for the DAO. I completely disagree with this point.
Lastly, this initiative is meant for the long term, and we proposed six months to establish a solid foundation and use cases for ArbitrumHub in the DAO. With proper resources in place, this task could be managed well; without them, and if we continue on our own, it could lead to burnout. That's why we approached the DAO to supply the necessary resources for us to continue.

The initiative includes a budget for community contributions, weekly dao sync reports, regular meets and collaboration besides platform development and expansion..
A details about each item is defined below:
1. Item-1 (Security, Uptime, Management, and Maintenance) & Item-4 (New Pages Development, Enhancements and Integrations)
A dedicated team at @hoomandigital , with @ChaiT and @0x_Buidler (me) serving as points of contact, will handle Agenda 1 and 4. These agendas require a blend of extensive skills, resources, time, and commitment. Key areas include the 5 phases of development in multiple sequential cycles:
Dev - Test - QA -UAT - Live : Each cycle comprises it’s own environment for TQM (Total QUality Management) per best practices of software development.
Furthermore, resources engaged in each cycle are not the same, neither is either cycle co-terminus. The program plan includes a 4 week contingency as well as standby resources to backfill any unforeseen gaps.
Dev and Test comprises the same team, QA and UAT are different team members / resources.
Our goal is to create a future-proof platform that meets the needs of the DAO, ensuring continuous iteration and improvement based on best practices. We cannot afford to leave any room for error.
While we may continue to decompose each area within the aforementioned, the summary above that’s gone one level lower should provide all the clarification.

Regarding the other tasks, I and @ChaiT will will take the lead. Additionally, @ocandocrypto oversees the weekly Dao Sync. Altogether, we make up a strong, cohesive group of seven to eight team members.
We are working on this initiative for past 6 months voluntarily and never came up from thin air to dao, asking for the relevant support that is necessary to continue doing things. Its not feasible to keep on operating voluntarily without proper support when we are leading so much big things exclusively for the dao.
If we had an intention of robbery, we would have never built such big thing exclusively for the dao that we invested 6 months in.
To clarify, I want to point out that the team will not receive the total allotment of the project's funds. The breakdown also includes provisions for the community's rewards and the creation of periodic Dao Sync reports.

I also had a chat with the foundation a few months back, and they agreed to have something like this controlled by the community. The DAO and foundation are completely independent of each other and therefore DAO needs something of its own and we believe arbitrumhub has the capacity to fill this gap. Additionally, the foundation will never have the capacity to manage and report on the vast number of activities happening within the DAO.
As for the forum, it is primarily for DAO participants, and discussions often get lost over time amid general conversations. Regarding the other tasks, I and @ChaiT will will take the lead. Additionally, @ocandocrypto oversees the weekly Dao Sync. Altogether, we make up a strong, cohesive group of seven to eight team members.
We are working on this initiative for past 6 months voluntarily and never came up from thin air to dao, asking for the relevant support that is necessary to continue doing things. Its not feasible to keep on operating voluntarily without proper support when we are leading so much big things exclusively for the dao.
If we had an intention of robbery, we would have never built such big thing exclusively for the dao that we invested 6 months in.
To clarify, I want to point out that the team will not receive the total allotment of the project's funds. The breakdown also includes provisions for the community's rewards and the creation of periodic Dao Sync reports.

Additionally, we have reduced the number of DAO sync reports from 6 per month to 5 per month, resulting in an overall cost reduction of $55.2k.

We have some integrations and custom plans in place for handling such data. Although we cannot 100% guarantee integration with Dune at this point, we will definitely find a way to make it work.
Regarding integrations, we are in discussions with TogetherCrew to integrate a community dashboard, and with the Regen Finance team to integrate budget reports that will be released monthly. Additionally, we will be creating custom dashboards related to multisigs and more. The list is limitless, and we will make sure to address the major needs of the DAO, making ArbitrumHub an important addition to the DAO.
The good thing about ArbitrumHub is that it is 100% open-source, allowing anyone to contribute or build on the foundation we have set.

Our initial motive for including advisors was to establish a direct feedback loop and obtain guidance. However, we believe this function can be effectively fulfilled by the community itself. Therefore, we are removing this element from the proposal.
Also, we believe the sustainability of the tool shouldn’t only come from the DAO. Is the plan going to keep asking the budgets from the DAO to maintain the dashboard forever? How should the DAO evaluate the outcome from maintaining the dashboard?
While building ArbitrumHub and communicating with multiple stakeholders, it became clear that the foundation and DAO are completely independent of each other. Although Arbitrum DAO is only a year old, it is already leading multi-million dollar initiatives, with some initiatives ranging in the hundreds of millions. As the DAO progresses and its initiatives grow larger, finding relevant details about these initiatives will become more challenging.
ArbitrumHub will play an important role in ensuring that ArbitrumDAO information is represented exclusively and organized in a manner accessible to everyone, not just DAO participants. While the DAO has its forum, it serves as a general platform where discussions can easily get lost over time.
ArbitrumHub is not only creating an essential addition to the DAO but also providing access to a talented team required to build, maintain, and continuously develop such a useful platform.

While we believe the concept and initial implementation of the hub is useful and good for the community, we don't agree with how the compensations are calculated per tasks rather than each member. We understand the works required to maintain the service from the experience that we have but as other delegates expresses, the cost presented isn't justified for the outcome we anticipate. Milestone based approaches would be better, but eventually it would come down to how much impact the initiative can make compared to other existing deliverables against the cost that DAO should pay. Some suggested this should go through a grant program, which should be an alternative path to take as well.

We would also love if some of the deliverables could be trimmed. For instance, promoting specific projects through a dedicated section (month 1), organizing regular meetings (month 2), sound a bit too excessive. I understand that the salaries are not for individuals but instead for teams that are led by individuals... And I think its funny that we will pay multisig signers $6k for 4 hours of work a month but we push back on on this cause it's too high of salaries for these teams... I do not agree with most people on this part, I think the price you are charging is in the realm of fair.
The problem is the impact of this website is not worth ~$1M a year.
I think the scope should be cut to be just the most high value items, then gain traction as a hub to make yourselves indispensable to the DAO's workings and then you can charge this.... But "If you build they will come" only works in the movies... It needs more traction.
I feel like this process does a lot to advertise your product, but it just took 10-120 minutes from 50+ delegates to review and comment on this proposal on why it's not worth the money and that's not cool... That is why grant programs exist.

While we strongly agree that a hub such as the one outlined can be a very useful tool for delegates and other contributors interested in what’s happening in the DAO, we have concerns regarding the approach that the proposal suggests.
As others have already pointed out, the overall costs are rather inflated. In addition, we find some of the items redundant in the sense that they might not necessarily provide additional value. There’s also no mention of KPIs through which we can evaluate whether or not the initiative was successful or not after its completion.
Our understanding of a hub like the one outlined is that it will continue to be maintained and updated in perpetuity for as long as the DAO exists and operates. With that in mind, we should have ways to understand whether it’s creating the impact we want it to while also having feedback loops in place to iterate and improve the things that might not work.
Overall, we want to see the proposal succeed, but there needs to be more discussion on how to make an Arbitrum Hub that is as useful as possible, what that would entail, and how much it would reasonably cost to set up and maintain.
We understand the current state of ArbitrumHub as a proof-of-concept both from a technological and organizational point of view. While it’s great that the team pushed it that far, it definitely needs improvement and gathering more community feedback before we decide to scale it further.
While the website seems very versatile and comprehensive, in practice many topics were covered quite superficially, there’s also a lot of data that is simply outdated. The section about grants, the developer hub, or community initiatives - almost every part of the website is just scratching the surface of the topic and does not even allow for a deeper dive.
To be clear, we are not blaming the team for this, as maintaining such a hub is a very challenging and resource-intensive task. But right now we just don't think that what the team is proposing - in terms of cost, structure, and process - addresses these issues and maximizes the chances of success.
As L2BEAT, we’ve been writing a weekly Governance Review for a few months now, so we know first-hand the amount of time and effort required to stay up to date with what is happening on the DAO. We also understand the challenge of aggregating all that information and presenting it in a digestible way.
To conclude, we commend and appreciate the efforts expended towards the proposal and the creation of arbitrumhub.io. We’d like to work with the proposers to improve the scope, cost, and structure of the proposal before attempting to go through the governance again to secure the funding needed.

On behalf of the UADP, we generally think this vote was a bit too much to ask for. The budget for the ideas around a hub being half a million dollars is way too much. This point has been expressed a lot, and we resonate in those comments.
However, we are in favor of reworking this proposal and can possibly be in favor in the future. Some things we want are a complete re-working of the budgets but are really interested in seeing the sit live in some manner in the future!

While we believe the concept and initial implementation of the hub is useful and good for the community, we don't agree with how the compensations are calculated per tasks rather than each member. We understand the works required to maintain the service from the experience that we have but as other delegates expresses, the cost presented isn't justified for the outcome we anticipate. Milestone based approaches would be better, but eventually it would come down to how much impact the initiative can make compared to other existing deliverables against the cost that DAO should pay. Some suggested this should go through a grant program, which should be an alternative path to take as well.

We would also love if some of the deliverables could be trimmed. For instance, promoting specific projects through a dedicated section (month 1), organizing regular meetings (month 2), sound a bit too excessive. It seems like the team is looking for ways to justify the proposed cost with these strategies.

I understand that the salaries are not for individuals but instead for teams that are led by individuals... And I think its funny that we will pay multisig signers $6k for 4 hours of work a month but we push back on on this cause it's too high of salaries for these teams... I do not agree with most people on this part, I think the price you are charging is in the realm of fair.
The problem is the impact of this website is not worth ~$1M a year.
I think the scope should be cut to be just the most high value items, then gain traction as a hub to make yourselves indispensable to the DAO's workings and then you can charge this.... But "If you build they will come" only works in the movies... It needs more traction.
I feel like this process does a lot to advertise your product, but it just took 10-120 minutes from 50+ delegates to review and comment on this proposal on why it's not worth the money and that's not cool... That is why grant programs exist.

While we strongly agree that a hub such as the one outlined can be a very useful tool for delegates and other contributors interested in what’s happening in the DAO, we have concerns regarding the approach that the proposal suggests.
As others have already pointed out, the overall costs are rather inflated. In addition, we find some of the items redundant in the sense that they might not necessarily provide additional value. There’s also no mention of KPIs through which we can evaluate whether or not the initiative was successful or not after its completion.
Our understanding of a hub like the one outlined is that it will continue to be maintained and updated in perpetuity for as long as the DAO exists and operates. With that in mind, we should have ways to understand whether it’s creating the impact we want it to while also having feedback loops in place to iterate and improve the things that might not work.
Overall, we want to see the proposal succeed, but there needs to be more discussion on how to make an Arbitrum Hub that is as useful as possible, what that would entail, and how much it would reasonably cost to set up and maintain.
We understand the current state of ArbitrumHub as a proof-of-concept both from a technological and organizational point of view. While it’s great that the team pushed it that far, it definitely needs improvement and gathering more community feedback before we decide to scale it further.
While the website seems very versatile and comprehensive, in practice many topics were covered quite superficially, there’s also a lot of data that is simply outdated. The section about grants, the developer hub, or community initiatives - almost every part of the website is just scratching the surface of the topic and does not even allow for a deeper dive.
To be clear, we are not blaming the team for this, as maintaining such a hub is a very challenging and resource-intensive task. But right now we just don't think that what the team is proposing - in terms of cost, structure, and process - addresses these issues and maximizes the chances of success.
As L2BEAT, we’ve been writing a weekly Governance Review for a few months now, so we know first-hand the amount of time and effort required to stay up to date with what is happening on the DAO. We also understand the challenge of aggregating all that information and presenting it in a digestible way.
To conclude, we commend and appreciate the efforts expended towards the proposal and the creation of arbitrumhub.io. We’d like to work with the proposers to improve the scope, cost, and structure of the proposal before attempting to go through the governance again to secure the funding needed.

I don't specifically know the current rate about hosting, running certain services and so on; for what is worth, I think the price of the weekly news is kinda ok-ish, maybe a tad high (6k per month). Biggest problem is the hub management.
I think @0x_Buidler should not give up on this tho, the site is useful, the whole set of service is useful, just coming back to the dao with a better cost plan could do the trick.

Regarding the $6k/month for the weekly DAO sync report, we would like to emphasize that these reports require extensive research and effort to capture all events happening in a DAO each week. Each report is 2k to 3k words long and is quoted at $1.2k per report, with 5 reports produced every month, which aligns with industry standards. Additionally, these reports have been consistently created by Angela for the past 5-6 months without requesting any compensation, demonstrating their value and utilization in various official spaces, adding significant value to the DAO.

I personally love the hub and think it's the future for Arbitrum DAO, but there's always a but when funding new proposals...something that I would love to see in Arbitrum DAO is splitting new proposals into milestones(1, 2, 3) and the funding requests split out between them. Agreed that it can add 2 much friction, but it can also save $ and ensure alignment.

I agree with the sentiment shared by other delegates that the suggested budget for this work seems a bit excessive. Can you please share some links from other DAOs where such budgets have been allocated for this type of work either for you or other service providers?
While the first iteration of this project can have a centralised approach to make this efficient, this can be a threat in the future, where the admins essentially have a monopoly over 'what is true'. It would be great to see an outline of how the larger DAO or other delegates can join the operations and decision making process going forward

I think if this group is able to chat with Dune and try to strike a deal to host dashboards on ArbitrumHub.io w/ a custom UI would end up driving more traffic and ultimately make it easier to accomplish your goals. Additionally, community incentives could be used towards attracting "Dune wizards" to create queries that provide greater transparency into the DAO e.g. treasury, incentives, protocol specific, etc dashboards. It would also turn ArbitrumHub.io into a tool protocol's look to leverage and get real-time data across all of Arbitrum into one place.
That's just my two cents - but charts/data are the number one way to drive engagement from people currently outside of the Arbitrum ecosystem.

While considering the deliverables are great additions to the Arbitrum DAO governance accessibility, we simply consider each budget calculation way expensive and work associated with each budget very vague. For example, what's difference between the first item and fourth item? Managing and maintaining should include the enhancements and new pages. Why do you need "Community Contribution Incentives" and how do you plan to distribute them? The second item literally mentioned "Reports" but separate reports have their dedicated budget, which doesn't make sense. What would Advisors do and why each advisor deserves $2k?
Also, we believe the sustainability of the tool shouldn't only come from the DAO. Is the plan going to keep asking the budgets to the DAO to maintain the dashboard forever? How should the DAO evaluate the outcome from maintaining the dashboard?

Regarding the $6k/month for the weekly DAO sync report, we would like to emphasize that these reports require extensive research and effort to capture all events happening in a DAO each week. Each report is 2k to 3k words long and is quoted at $1.2k per report, with 5 reports produced every month, which aligns with industry standards. Additionally, these reports have been consistently created by Angela for the past 5-6 months without requesting any compensation, demonstrating their value and utilization in various official spaces, adding significant value to the DAO.

I personally love the hub and think it's the future for Arbitrum DAO, but there's always a but when funding new proposals...something that I would love to see in Arbitrum DAO is splitting new proposals into milestones(1, 2, 3) and the funding requests split out between them. Agreed that it can add 2 much friction, but it can also save $ and ensure alignment.

I am a big fan or Arbitrum Hub and would love to see it succeed, but I have a question..how are these costs justified? Like if I add them up it give me 53k for two team members/month which I personally think it is 2 much and also 6k per month for reporting -which is also a little 2 much

Since I am somewhat involved in this proposal, I don't think it's appropriate for me to vote on it.
However, I am always open to feedback and committed to providing value to the DAO. I will keep delegates informed of updates and look for new ways to improve communication, regardless of the outcome.
I will also pay attention to comments and any concerns and will collaborate as much as possible.

I agree with the sentiment shared by other delegates that the suggested budget for this work seems a bit excessive. Can you please share some links from other DAOs where such budgets have been allocated for this type of work either for you or other service providers?
While the first iteration of this project can have a centralised approach to make this efficient, this can be a threat in the future, where the admins essentially have a monopoly over 'what is true'. It would be great to see an outline of how the larger DAO or other delegates can join the operations and decision making process going forward

I see the right goals and good prospects, but for such a budget amount, I believe that the development and maintenance of this hub should be for at least 3 years, and maybe more. Also, you need to break this budget into parts

I like this initiative and think you all have done a 10/10 job on the website design / implementation.
However, I worry that this will garner too little of traffic in order to justify the cost. From my experience - people like data. The DAO is also in need of improved reporting.

I think if this group is able to chat with Dune and try to strike a deal to host dashboards on ArbitrumHub.io w/ a custom UI would end up driving more traffic and ultimately make it easier to accomplish your goals. Additionally, community incentives could be used towards attracting "Dune wizards" to create queries that provide greater transparency into the DAO e.g. treasury, incentives, protocol specific, etc dashboards. It would also turn ArbitrumHub.io into a tool protocol's look to leverage and get real-time data across all of Arbitrum into one place.
That's just my two cents - but charts/data are the number one way to drive engagement from people currently outside of the Arbitrum ecosystem.

While considering the deliverables are great additions to the Arbitrum DAO governance accessibility, we simply consider each budget calculation way expensive and work associated with each budget very vague. For example, what's difference between the first item and fourth item? Managing and maintaining should include the enhancements and new pages. Why do you need "Community Contribution Incentives" and how do you plan to distribute them? The second item literally mentioned "Reports" but separate reports have their dedicated budget, which doesn't make sense. What would Advisors do and why each advisor deserves $2k?
Also, we believe the sustainability of the tool shouldn't only come from the DAO. Is the plan going to keep asking the budgets to the DAO to maintain the dashboard forever? How should the DAO evaluate the outcome from maintaining the dashboard?
