Arbiter have only received donations of 6500-7000 USDC (per arbiter) from the foundation. Apart from this, there are no other donations, retroactive rewards and airdrops of any kind.
When considering USDC rewards, the foundation only considers part of the arbiter’s contribution in the Arbitrum discord, and the evaluation metric is only the number of mesages that help community members. Summary: This proposal proposes to allocate 125,000 $ARB tokens, equal to 0.00125% of the total supply, to recognize and reward the outstanding contributions of the Arbitrum community member known as "Arbiter". Arbiter receives the arbiter community role in the arbitrum discord after having made significant contributions to Arbitrum, as recognized by members of the Arbitrum team.
Over the three-year period 2021-2023, these contributors played a key role in the development of Arbitrum, from translating, advising, publicizing, and docking projects to community support, fraud prevention, and docking activities etc. At the time of the Arbitrum DAO's inception, Arbiters did not receive any airdrops or rewards.
By establishing a transparent and fair reward system through the Arbitrum DAO, our goal is to recognize past contributions and inspire continued dedication to the development of the Arbitrum ecosystem. Considering that arbiters did not keep proof of their contributions before and after the establishment of the Arbitrum DAO, and that a great deal of their work could not be counted or quantified, the dedication of each arbiter is also exceptionally valuable.
All members of arbiters unanimously agreed to initiate the proposal as a whole and agreed on an equal share of the reward amount.
Foreword: 25 Arbiters come from different countries with different time zones, speak different languages. Arbiters have been deprecated by the Arbitrum team, and it has become extremely difficult to bring arbiters together. Arbiter as a whole (or project) is asking for retroactive rewards. If each member's contribution is listed one by one to make a forced comparison, this will bring arbiter infinite tug-of-war, mutual disputes, suspicion etc.. At the same time, Arbiter is not professional to establish a very systematic and perfect evaluation system.
Special statement: As the earliest arbitrum contributor, arbiter is retroactively obtaining voting rights and voice in the governance of Arbitrum DAO. The Arbitrum DAO airdrop to early adopters and ecosystem projects also does not take price into account, but rather the weight of governance. 1. What is Arbiter?
The definition given by the team:Essentially in the first year+ the Discord needed help with active moderation and community engagement due to bandwidth, and there were people (Arbiters) who were quite active and asked to help out, and thus the role was incepted and given to people who wanted to participate with a recognized role.
Arbiters think that Arbiter is an early contributor who joined Arbitrum out of love for Arbitrum, and has made outstanding contributions to the development of the Arbitrum community over a 2+ year period from 2021-2023. After confirmation by the team, they get the Arbiter community role in the Arbitrum Discord.
2. Why did the Arbiters initiate this proposal? After the Arbitrum DAO was established, there was a large-scale airdrop for the Arbitrum network early adopters and ecosystem projects.
However, Arbiters did not receive airdrop retroactive rewards after the establishment of the Arbitrum DAO. Arbiters, as an important early contributor to the Arbitrum ecosystem, have not been given any right to speak and vote in the development of the Arbitrum DAO.
3. why doesn't this proposal have a plan for future Arbiter contributions and a sustainable reward framework? We are only seeking a one-time retroactive reward from the Arbitrum DAO for the arbiter's contributions over the past 2+ years. the Arbitrum Foundation has already hired its own review/client support team and launched an ambassador program.
The Arbitrum team has made it clear that arbiters have been deprecated, so we are unable to assess and plan for Arbiter's future contributions at this time. Deprecated arbiters are not able to explore a sustainable compensation plan incentive, as the role of Arbiter has been replaced by the Arbitrum team's audit/customer support team, the Ambassador program.

Members of the Arbitrum Foundation also made it clear: the proposal in discussion is for a retroactive reward and not a future or ongoing one, so this fact wouldn’t be too valuable I don’t think.
4. Why is the activity spans of some members 156 days instead of 2 years?

This is because some members were mistakenly kicked off the Arbitrum server by the arbitrum bot at various times. That's why the table shows the least amount of time at 156 days, and some of the contribution records have been deleted.
5. The Messages of arbiter members in the Arbitrum Discord server are quite different. Why not make contribution evaluation based on the number of messages?
There are a large number of Chinese users in the Arbitrum dc server. Taking into account the huge needs of Chinese users and the Chinese community manager NinaRong (team member), the Arbitrum team opened a Chinese channel. (In the long time from 2021 to 2023, there only one language channel in Arbitum DC, which is the Chinese channel.)
Chinese channel activity accounts for more than 50% of the entire Arbitrum community activity. In the Chinese channel, developers and users have huge needs and questions for help, and they are also the most numerous.
Most of the members with the most messages in Arbiter are Chinese. Chinese contributors in the arbiter can use their native language, making communication easier and faster. It is unfair to arbiters from other countries, because only the Chinese area has language channels, so the arbiters in the Chinese area can speak in DC in Chinese and English, while other areas use English.
Due to low activity on other channels, there is less need for help from users. Arbiter members from other countries must also use English instead of their native language when contributing to other channels.
In contrast, the arbiter in the Chinese area has many more messages than other arbiters.
6. Why doesn’t the Arbiters provide all the contribution links and examples? When we first became Arbiters, we all joined contributed to Offchain Labs with our love, Arbiters didn't know each other and didn't know that OffChain Labs would be sending airdrop rewards and establish Arbitrum DAO in the future, so we didn't designate a dedicated person to manage and keep information about everyone's contributions, and the Arbiters themselves didn't keep their own contributions either.
And, also, due to the dissolution of the Arbitrum team members' Notion and Advocacy groups, and some of Arbiter's local regulatory policies on the cryptocurrency industry, a lot of information has been lost and invalidated, Arbiters are not able to provide. Arbiter's contributions are also complex, and it is not possible to list all of them in a proposal or a summary table. For example, there are thousands of messages to promote Arbitrum, and it would be impractical to list every single one of them.
7.Why are rewards not distributed according to each individual's contribution? All arbiters agreed that it would be manifestly unfair and difficult to strike a balance if the contribution of a particular Arbiter was evaluated from a single perspective. Every Arbiter agrees that the reward would be equally divided to each Arbiter.
Arbiter is a whole entity, but not everyone's contribution is exactly the same, and as mentioned above, a large amount of contribution data is lost and are invalidated. Some Arbiters have been mainly focusing on helping other members in Discord; and some Arbiters, in addition to serving the members in discord, have been doing translations, publicizing, matchmaking projects, offering advice, and conducting promotional activities outside of discord such as AMA.
We are trying to distribute rewards retroactively by the amount of contributed data provided by Arbiter, but it requires several sets of assessment criteria for how to assess the data for doing publicity, doing translation, providing suggestions, and conducting AMA. And some members' contribution links are not working or contribution data is not saved. A large number of Arbitrum original and translated articles, blogs and other materials exist in Arbitrum arbiter Notion, but Notion has been disbanded by team members
As an early contributor to the arbitrum community, it is more than estimable that Arbiter's dedication should be promoted and recognized on a larger scale.
Therefore, it is obviously unfair and difficult to strike a balance if one arbiter's contribution is evaluated from a single perspective, and it is more reasonable for Arbiter as a whole (or project) to apply for retroactive rewards, while all arbiters agreed and decided to submit all contributions in aggregate and the rewards are equally distributed, which does not destroy the unity of the group and allows the contributing arbiters as a whole to receive retroactive rewards. Arbiters as the earliest contributors with two years of high quality help to the development of Arbitrum. We finalized a total reward of 25x5,000=125,000 $ARB based on Arbitrum's initial on-chain activity reward benchmarks, and we think it's fair to get 0.5x the highest standard of Arbitrum airdrops. The retroactive amount is even conservative considering the time and effort arbitrators put into making the community a better place. It is important to understand that the $ARB token is a governance token and as such it represents voting rights. In terms of airdrops to ecosystem projects, Arbiter as a whole has brought a great deal of help and impact to Arbitrum, and far-reaching. Arbiter believes that 125,000 $ARB is a reasonable range.

Future Plans: This proposal is a retroactive reward. This is because the Arbitrum Foundation has recently hired its own audit/customer support team and launched an ambassador program. Arbiter have only received donations of 6500-7000 USDC (per arbiter) from the foundation. Apart from this, there are no other donations, retroactive rewards and airdrops of any kind.
When considering USDC rewards, the foundation only considers part of the arbiter’s contribution in the Arbitrum discord, and the evaluation metric is only the number of mesages that help community members. Summary: This proposal proposes to allocate 125,000 $ARB tokens, equal to 0.00125% of the total supply, to recognize and reward the outstanding contributions of the Arbitrum community member known as "Arbiter". Arbiter receives the arbiter community role in the arbitrum discord after having made significant contributions to Arbitrum, as recognized by members of the Arbitrum team.
Over the three-year period 2021-2023, these contributors played a key role in the development of Arbitrum, from translating, advising, publicizing, and docking projects to community support, fraud prevention, and docking activities etc. At the time of the Arbitrum DAO's inception, Arbiters did not receive any airdrops or rewards.
By establishing a transparent and fair reward system through the Arbitrum DAO, our goal is to recognize past contributions and inspire continued dedication to the development of the Arbitrum ecosystem. Considering that arbiters did not keep proof of their contributions before and after the establishment of the Arbitrum DAO, and that a great deal of their work could not be counted or quantified, the dedication of each arbiter is also exceptionally valuable.

1. What is Arbiter?
The definition given by the team:Essentially in the first year+ the Discord needed help with active moderation and community engagement due to bandwidth, and there were people (Arbiters) who were quite active and asked to help out, and thus the role was incepted and given to people who wanted to participate with a recognized role.
Arbiters think that Arbiter is an early contributor who joined Arbitrum out of love for Arbitrum, and has made outstanding contributions to the development of the Arbitrum community over a 2+ year period from 2021-2023. After confirmation by the team, they get the Arbiter community role in the Arbitrum Discord.
2. Why did the Arbiters initiate this proposal? After the Arbitrum DAO was established, there was a large-scale airdrop for the Arbitrum network early adopters and ecosystem projects.
However, Arbiters did not receive airdrop retroactive rewards after the establishment of the Arbitrum DAO. Arbiters, as an important early contributor to the Arbitrum ecosystem, have not been given any right to speak and vote in the development of the Arbitrum DAO.
3. why doesn't this proposal have a plan for future Arbiter contributions and a sustainable reward framework? We are only seeking a one-time retroactive reward from the Arbitrum DAO for the arbiter's contributions over the past 2+ years. the Arbitrum Foundation has already hired its own review/client support team and launched an ambassador program.
The Arbitrum team has made it clear that arbiters have been deprecated, so we are unable to assess and plan for Arbiter's future contributions at this time. Deprecated arbiters are not able to explore a sustainable compensation plan incentive, as the role of Arbiter has been replaced by the Arbitrum team's audit/customer support team, the Ambassador program.

Members of the Arbitrum Foundation also made it clear: the proposal in discussion is for a retroactive reward and not a future or ongoing one, so this fact wouldn’t be too valuable I don’t think.
4. Why is the activity spans of some members 156 days instead of 2 years?

5. The Messages of arbiter members in the Arbitrum Discord server are quite different. Why not make contribution evaluation based on the number of messages?
There are a large number of Chinese users in the Arbitrum dc server. Taking into account the huge needs of Chinese users and the Chinese community manager NinaRong (team member), the Arbitrum team opened a Chinese channel. Chinese channel activity accounts for more than 50% of the entire Arbitrum community activity. In the Chinese channel, developers and users have huge needs and questions for help, and they are also the most numerous.
Most of the members with the most messages in Arbiter are Chinese. Chinese contributors in the arbiter can use their native language, making communication easier and faster. It is unfair to arbiters from other countries, because only the Chinese area has language channels, so the arbiters in the Chinese area can speak in DC in Chinese and English, while other areas use English.
Due to low activity on other channels, there is less need for help from users. Arbiter members from other countries must also use English instead of their native language when contributing to other channels.
In contrast, the arbiter in the Chinese area has many more messages than other arbiters.
6. Why doesn’t the Arbiters provide all the contribution links and examples? When we first became Arbiters, we all joined contributed to Offchain Labs with our love, Arbiters didn't know each other and didn't know that OffChain Labs would be sending airdrop rewards and establish Arbitrum DAO in the future, so we didn't designate a dedicated person to manage and keep information about everyone's contributions, and the Arbiters themselves didn't keep their own contributions either.
And, also, due to the dissolution of the Arbitrum team members' Notion and Advocacy groups, and some of Arbiter's local regulatory policies on the cryptocurrency industry, a lot of information has been lost and invalidated, Arbiters are not able to provide. Arbiter's contributions are also complex, and it is not possible to list all of them in a proposal or a summary table. 7.Why are rewards not distributed according to each individual's contribution? All arbiters agreed that it would be manifestly unfair and difficult to strike a balance if the contribution of a particular Arbiter was evaluated from a single perspective. Every Arbiter agrees that the reward would be equally divided to each Arbiter.
Arbiter is a whole entity, but not everyone's contribution is exactly the same, and as mentioned above, a large amount of contribution data is lost and are invalidated. Some Arbiters have been mainly focusing on helping other members in Discord; and some Arbiters, in addition to serving the members in discord, have been doing translations, publicizing, matchmaking projects, offering advice, and conducting promotional activities outside of discord such as AMA.
We are trying to distribute rewards retroactively by the amount of contributed data provided by Arbiter, but it requires several sets of assessment criteria for how to assess the data for doing publicity, doing translation, providing suggestions, and conducting AMA. And some members' contribution links are not working or contribution data is not saved. Arbiters as the earliest contributors with two years of high quality help to the development of Arbitrum. We finalized a total reward of 25x5,000=125,000 $ARB based on Arbitrum's initial on-chain activity reward benchmarks, and we think it's fair to get 0.5x the highest standard of Arbitrum airdrops. When Arbitrum DAO has not yet appeared, every arbiter is working out of love and to promote the spirit of Arbitrum community.
Taking into account various factors, the proposal could not be accomplished if certain criteria were imposed to evaluate retroactive rewards.
But what is certain is that every Arbiter has made outstanding contributions to the Arbitrum community. All Arbiters also agree with all contents of the above proposal.
From 6,400 wallet addresses at the initial mainnet launch to 1,270,000+ wallet addresses now, including the growth of on-chain TVLs and a thriving ecosystem. Helped and assisted Arbitrum Discord to grow from tens of thousands of members to now 460,000, providing millions of high quality help, all kinds of Arbitrum promotion and publicity with millions of views.
All of the above evaluations are evaluated according to the arbiter's retroactive reward evaluation. The retroactive rewards are well over 125,000 $ARB. but arbiter takes into account
1, Arbitrum DAO delegates and the community's concern that the amount of the retroactive reward is too high.

3, Arbiter can not list all the contributions, as well as arbiter is the earliest contributor to Arbitrum.

Additionally, the arbiter for Discord ID BILLY#7943 has voluntarily relinquished his award and split it equally amongst the other arbiters, so we will be amending the original forum proposal to change the 25 arbiters in the original proposal to 24 arbiters so that the final calculation will be: 5,208.333 $ARB tokens per member x 24 Discord Arbiters = 125,000 $ARB
Wallet Address Collection and Distribution: Arbitrum Contributor wallet addresses will be collected through a designated process to ensure accuracy and fairness. If the proposal is approved, after thorough verification and validation, the Arbitrum DAO will distribute rewards to each Arbitrator Contributor's address.
Future Plans: This proposal is a retroactive reward. This is because the Arbitrum Foundation has recently hired its own audit/customer support team and launched an ambassador program. Therefore, as an abandoned Arbitrator, we are currently unable to assess the framework for planning future contributions and ongoing contributions.
Conclusion: Implementing a robust rewards system through the Arbitrum DAO is critical to recognizing and appreciating Arbiter's valuable contributions to the community. Spent some time looking through the Arbitrum Discord and we can confirm that a lot of folks with the Arbiter role were active in responding to community questions and other support requests. As we mentioned before, dealing with crypto-related Discord servers kinda sucks, so we think that's worthy of being compensated for. A lot of the other evidence of contributions is hard to sort through, so we can only really independently vouch for their efforts on Discord (but this is good enough).

At the snapshot, 2.0 Proposal was voted in favor of an overwhelming majority of delegates.

There has been a lot of back and forth with this proposal. However, we never doubted the work done by the Arbiters but only asked for a more detailed breakdown of the work done and compensation reasoning.
We saw these changes and a reduced ask in the final iteration on Tally so DAOPlomats (former DAOStewards) voted in favor. Also, echoing what @PrincetonBlockchain said, future requests of this kind is better suited to come through the Arbitrum Citizens Retrofunding Round on Gitcoin.

They did get some compensation from the Foundation in the form of USDC, but considering the reduced ask (500k --> 125k ARB), an additional one-off grant from the DAO seems fine. However, further retroactive funding for DAO contributions should probably come through established grant programs, such as last year's Arbitrum Citizens Retrofunding Round on Gitcoin.

I do want to reiterate the valid concerns that led me to initially vote against the proposal in the Snapshot:
On balance, while I originally voted against, I now believe the revised proposal warrants support as a rare exception given the Arbiters' unique early role, their formal recognition by the Arbitrum team, and the substantial efforts by the proposers to address critiques and improve the request. The DAO should still view this as a special case and continue to reward community members primarily through open, transparent, ongoing processes rather than one-off retroactive drops.
I encourage the Arbitrum DAO to vote FOR this revised proposal to recognize the extraordinary early contributions of the Arbiters group, even though the original proposal had significant issues that led me to vote against it in the Snapshot. Let's move forward together as a community while learning lessons for the future.

Broadly speaking, I am for retroactive grants where they make sense. Based on the information provided / discussion that has came from this I think this is a case does so. I'll echo other's that I don't want us to set a precedent that causes a flood of proposals, but I will also say that I don't think these types of discussions need to be shyd away from when a fair case comes up. Early community work is often an altruistic and thankless job for a project that you may not even know will succeed. So I lean towards rewarding those who took on these types of roles were possible.
Edit 4/4/2024: My opinion is unchanged from when I first posted this for the Snapshot "For" vote above to the now Tally Vote. In order to not take up space with another forum post, I have edited this post to confirm that due to no changes from Snapshot to Tally I will be voting "For" on Tally for this proposal.

Our decision is influenced by the recognition that the amount requested by Mysterymen is reasonable and modest compared to the initial proposal. We acknowledge the challenges associated with managing discord scams and the difficulty of engaging with people in discord. The contributions made have been impressive in terms of organization, and the evaluation of such intangible efforts is very challenging. Although we believe that individuals who contribute more significantly should receive greater rewards, since the arbiters are in favor of equal reward distribution, we will support this approach.

That said, community, especially in the beginning, are born on the sweat, blood and tier of (also) their most active users and their mods. These users, in the telegram and discord chat, keep the vibe alive, keep the spirit alive, address the fud, help with the engagements. They do provide value.
Assuming, effectively, a calculation of 2.5 years, that puts these users at 550/month. Even if we just consider 1000/m, in my opinion, it would be an ok number.
Why? Because being in such big community is really really really a lift. You have thousands of messages of people asking wen token, thousands of people asking how to claim, thousands of people saying they got scammed and so on. Is not easy to be constantly there.
That's why I am voting for, with a caveat that @krst was able to properly express: this is a one time thing. Doesn't mean we can't have retrogrants in Arbitrum, no. We should at some point be able to have retrogrants. But imho proposals can't be presented to the community in this way, in this modality, and also with such premises.

We understand the position Arbiters find themselves in when trying to justify the requested amount for contributions that are hard to track and measure or assess their impact. And it became very apparent when we tried to think of an amount ourselves - which was impossible to do without relying on arbitrary decision-making.
Having said that, and given the concerns we raised in the original proposal have been addressed in the revised one, we’ll be voting in favor of the proposal during temp-check, and during the following on-chain vote if the temp check is successful.
However, we want to take the opportunity and state that we do not see this proposal as something setting a precedent, and we suggest that the DAO shouldn’t entertain such votes in the future unless there’s a very strong reason to do so.

We will vote against this proposal in its current state. Considering that Arbiters, having received $6,500 to $7,000 over an average of 1.5 years (Abiter), equates to approximately $466 USD per month. This seems reasonable compensation for a Discord moderator role, which is typically not full-time. To ensure fairness and inclusivity, we propose a retroactive rewards process for all early contributors, including Arbiters and other early contributors. Each contributor should submit their contributions for evaluation with KYC to ensure transparency and fairness. Implementing KPIs could help in awarding each contributor fairly, reflecting the value of their individual contributions.

The proposal could better highlight and summarize the impact the Arbiters have made on Arbitrum. I noticed that version 1 presented some metrics more effectively than version 2. Highlighting the impact is important because we should start move as a DAO from output driven KPIs ("I have answered xx tickets") to impact-focused metrics ("we have onboarded xx new users").
It seems the proposal on Snapshot omits the fact that Arbiters have already received $7000 each. Mentioning this would offer a more full, fair, picture.
On that note (and I'd appreciate confirmation on this), my understanding is that an Arbiter's total compensation over 2.5 years amounts to (with no additional payments within this period):

This totals $16500 for 30 months of contribution, averaging about $550 per month.
These figures seem fair to me, and if they're accurate, I'll be inclined to vote in favor.

This proposal provides funding only to a limited number of people, and does not provide the opportunity to receive a similar drop to the same people who were active at the early stage of Arbitrum development. A lot of the other evidence of contributions is hard to sort through, so we can only really independently vouch for their efforts on Discord (but this is good enough).
They did get some compensation from the Foundation in the form of USDC, but considering the reduced ask (500k --> 125k ARB), an additional one-off grant from the DAO seems fine. However, further retroactive funding for DAO contributions should probably come through established grant programs, such as last year's Arbitrum Citizens Retrofunding Round on Gitcoin.
I voted against the original version of this proposal in the off-chain Snapshot vote due to concerns about the process and fairness of rewarding a pre-selected group without clear criteria. However, after carefully considering the revised proposal and the surrounding discussion, I have decided to change my vote to FOR in this on-chain vote. Here's my updated rationale:
I do want to reiterate the valid concerns that led me to initially vote against the proposal in the Snapshot:
On balance, while I originally voted against, I now believe the revised proposal warrants support as a rare exception given the Arbiters' unique early role, their formal recognition by the Arbitrum team, and the substantial efforts by the proposers to address critiques and improve the request. The DAO should still view this as a special case and continue to reward community members primarily through open, transparent, ongoing processes rather than one-off retroactive drops.
I encourage the Arbitrum DAO to vote FOR this revised proposal to recognize the extraordinary early contributions of the Arbiters group, even though the original proposal had significant issues that led me to vote against it in the Snapshot. Let's move forward together as a community while learning lessons for the future.
The Princeton Blockchain Club will be voting in favor of The Community Arbiter Proposal V2 at the Snapshot stage. As others noted, properly evaluating this proposal has posed a unique challenge. We appreciate the work that @Mysterymen and co have put into improving V1.

I appreciate Mystermen and their team for taking the criticisms from the initial proposal and re-working it for this second one. The reduction in requested amount is appreciated, and this ARB payout + the USD portion received seems to be fair compensation for the work provided. The detail provided paints a good picture of what was done, and while we value is subjective... a lot of work seems to have been done that warrants some form of compensation as stated.
Broadly speaking, I am for retroactive grants where they make sense. Based on the information provided / discussion that has came from this I think this is a case does so. I'll echo other's that I don't want us to set a precedent that causes a flood of proposals, but I will also say that I don't think these types of discussions need to be shyd away from when a fair case comes up. Early community work is often an altruistic and thankless job for a project that you may not even know will succeed. So I lean towards rewarding those who took on these types of roles were possible.
Edit 4/4/2024: My opinion is unchanged from when I first posted this for the Snapshot "For" vote above to the now Tally Vote. In order to not take up space with another forum post, I have edited this post to confirm that due to no changes from Snapshot to Tally I will be voting "For" on Tally for this proposal.

That said, community, especially in the beginning, are born on the sweat, blood and tier of (also) their most active users and their mods. These users, in the telegram and discord chat, keep the vibe alive, keep the spirit alive, address the fud, help with the engagements. They do provide value.
Assuming, effectively, a calculation of 2.5 years, that puts these users at 550/month. Even if we just consider 1000/m, in my opinion, it would be an ok number.
Why? Because being in such big community is really really really a lift. You have thousands of messages of people asking wen token, thousands of people asking how to claim, thousands of people saying they got scammed and so on. Is not easy to be constantly there.
That's why I am voting for, with a caveat that @krst was able to properly express: this is a one time thing. Doesn't mean we can't have retrogrants in Arbitrum, no. We should at some point be able to have retrogrants. But imho proposals can't be presented to the community in this way, in this modality, and also with such premises.

Having said that, and given the concerns we raised in the original proposal have been addressed in the revised one, we’ll be voting in favor of the proposal during temp-check, and during the following on-chain vote if the temp check is successful.
However, we want to take the opportunity and state that we do not see this proposal as something setting a precedent, and we suggest that the DAO shouldn’t entertain such votes in the future unless there’s a very strong reason to do so.

We will vote against this proposal in its current state. Considering that Arbiters, having received $6,500 to $7,000 over an average of 1.5 years (Abiter), equates to approximately $466 USD per month. This seems reasonable compensation for a Discord moderator role, which is typically not full-time. To ensure fairness and inclusivity, we propose a retroactive rewards process for all early contributors, including Arbiters and other early contributors. Each contributor should submit their contributions for evaluation with KYC to ensure transparency and fairness. Implementing KPIs could help in awarding each contributor fairly, reflecting the value of their individual contributions.

The proposal could better highlight and summarize the impact the Arbiters have made on Arbitrum. I noticed that version 1 presented some metrics more effectively than version 2. Highlighting the impact is important because we should start move as a DAO from output driven KPIs ("I have answered xx tickets") to impact-focused metrics ("we have onboarded xx new users").
It seems the proposal on Snapshot omits the fact that Arbiters have already received $7000 each. Mentioning this would offer a more full, fair, picture.
On that note (and I'd appreciate confirmation on this), my understanding is that an Arbiter's total compensation over 2.5 years amounts to (with no additional payments within this period):

This totals $16500 for 30 months of contribution, averaging about $550 per month.
These figures seem fair to me, and if they're accurate, I'll be inclined to vote in favor.

3. Yes, we confirm that we have only received donations of 6500-7000 USDC (per arbiter) from the foundation. Apart from this, there are no other donations, retroactive rewards and airdrops of any kind.

And the arbiter only knows the amount after the USDC reward distribution is completed. The arbiter can only passively accept it.
When considering USDC rewards, the foundation only considers part of the arbiter's contribution in the Arbitrum discord, and the evaluation metric is only the number of mesages that help community members. This does not include all contributions made by arbiters in the Arbitrum discord as well as prominent contributions outside of the discord.

Arbiter, as an early contributor, spent a lot of energy and time on the development of Arbitrum, and was even online for 16 hours every day during Odyssey. If this energy and time are focused on airdrop activities, arbiter believes that there will be more airdrop rewards. But arbiter chooses to practice the Arbitrum community spirit and focus his time and energy on promoting the development of the arbitrum community.
The amount of retrospective rewards from Arbitrum to early adopters and ecosystem project airdrops, does not take any price into account. arbiter believes that it is unfair to tie the price of arb to arbiter’s retroactive rewards.

So the arbiters don’t know each others rewards, but the foundation provided us with the average usdc reward per arbiter which is around 6500-7000 usdc (One of the arbiters gave up the usdc reward). I am also inclined for the yes after reading your numbers, basically 550/m is the equivalent of the cost of a discord mod in a lot of daos... and I think the contribution here was higher (in term of value) :)

Regarding receipt of USDC donations from the foundation, we will update it in the 2.0 proposal.
3. Yes, we confirm that we have only received donations of 6500-7000 USDC (per arbiter) from the foundation. Apart from this, there are no other donations, retroactive rewards and airdrops of any kind.

When considering USDC rewards, the foundation only considers part of the arbiter's contribution in the Arbitrum discord, and the evaluation metric is only the number of mesages that help community members. This does not include all contributions made by arbiters in the Arbitrum discord as well as prominent contributions outside of the discord.

Arbiter, as an early contributor, spent a lot of energy and time on the development of Arbitrum, and was even online for 16 hours every day during Odyssey. If this energy and time are focused on airdrop activities, arbiter believes that there will be more airdrop rewards. But arbiter chooses to practice the Arbitrum community spirit and focus his time and energy on promoting the development of the arbitrum community.
The amount of retrospective rewards from Arbitrum to early adopters and ecosystem project airdrops, does not take any price into account. arbiter believes that it is unfair to tie the price of arb to arbiter’s retroactive rewards.

So the arbiters don’t know each others rewards, but the foundation provided us with the average usdc reward per arbiter which is around 6500-7000 usdc (One of the arbiters gave up the usdc reward).
